2-year CCP development for a tri-cultural Nation (Dakelh Carrier, Tsilhqot'in, Nuxalk). Integrates 11+ departmental plans under one framework using SDOH lens and Honouring Our Way CCP methodology. Reason for pass
(1) Submission deadline already passed by the time we found it. Late submissions on a Cando + FCM + NALMA joint procurement would burn relationship capital with three organizations. (2) Scope mismatch: required minimum 5 environmental scans completed in 10 years (FourX has zero); specialized Indigenous and municipal land-use planning expertise (not core); Indigenous-owned firm preference.

Reason for pass
Three gaps. (1) No Nunavut/Inuit/northern track record (RFP states preference for demonstrated Nunavut experience). (2) No curriculum / instructional design / business handbook portfolio (stated required qualification). (3) Indigenous-owned firm preference. Subject matter (financial management, CRA compliance, business planning) is in FourX's wheelhouse but the deliverable type (training manual/curriculum) is not.
